Gee the suggestions so far are actual movies with budgets if not talent (Love Rocky Horror myself)

For pure awfulness I have yet to see the equal to "Ator the Fighting Eagle" -- a film so bad that when the sound went out no one reported it. Instead the audience amused themselves by filling in dialog that was much better than anything coming from the screen. It was one of my best cinematic experiences ever!

Well, The Room and Troll 2 spring to mind, although I love them for being so hilariously bad.
