I can relate to the situation as a very shy person who has been known to chat online to people to get to know them. Online flirting isn't for everyone, but a couple of innuendos here and there followed by "lol" or winking/tongue out smileys don't hurt. He might respond once you break the ice.
The fact he instigated the first meetup is a *really* good sign he likes you especially if he's shy. Pool/snooker bar sounds a really good choice for a second meetup, as if he is shy, he might appreciate the activity so it isn't all about talking. The public nature doesn't lend itself to romantic or personal discussions (especially if someone is nervous, shy and/or not out) so a quieter activity afterwards might complement it. Carrying on at a less busy bar/café, or finding a secluded table in the club after your pool games, or even just walking him to his bus-stop or whatever afterwards ?
