I don't understand the problem here. Soldiers parading in pretty institutional uniforms they would not be wearing on the battlefield is pretty standard to see.

The main goal of ANY parade ANYWHERE is to serve as propaganda.

Well yeah.... all the superpowers engage in this sort of propaganda and most big businesses do it too. Go to any corporate office in the world and I bet you'll find beautiful young women behind the desk.
