You would know if he is interested. If you always have to break the ice and the first one the communicate and engage, he is probably not for you.

Communication should always be 50/50, never put out more than what you are giving. If he only replies or talks to you because he feel obligated to then you guys are wasting your time and you deserve better. Just cut him off and move on, but at least let him know why you cut him off.
