If the age of consent for the state that you live in is 16 years old, then yes, you and your partner are not breaking any laws.
You are young, and while relationships are an nice things to have, it is also OK for sexual raltionships, there is time for relationships later, and there is nothing wrong with meeting the guy for sex if both of you consent and both of you are happy and staying safe.
If or when you feel you want the relationship to go further, that would be the time to talk about it.
There is nothing wrong with not coming out, you have a lot of things to consider and if you fear repercussions or your safety, it is perfectly OK to keep your sexuality to yourself...the time will come when you know it's time...no rush
